In other words reviving can be counter intuitive given the main objective of the mission and it's up to whoever is reviving to make that decision, sometimes it works well, sometimes it doesn't. I follow the old arbitration gameplay, if someone dies, that player is dead and i won't do any revive whatsoever, it's up to the other players to try and do that if they want, but if your gameplay isn't solid, then players will simply die again and again.
